Planners increasingly rely on collaborative planning models that engage stakeholders to develop plans through consensus-based nego-tiations. While support for using collabora-tive planning models is growing, evaluation of their effectiveness is in its infancy. This paper reports on a case study evaluation, using a multiple criteria evaluation method, of an inno-vative collaborative planning process to pre-pare a strategic land use plan for a region in British Columbia, Canada. The study reveals that the collaborative planning process gen-erated important benefits, including improved relationships (...) and understanding, even though it did not result in consensus agreement on a plan. The outcome also shows that the plan did not result in consensus because some stakeholders were not sufficiently engaged in the process. In addition, an unrealistic timeline was imposed that led to a final offer selection process whose result was ultimately rejected by the government. (shrink)

This book is a qualitative, interpretive, phenomenological, and interdisciplinary, examination of food and food practices and their meanings in the modern world. Each chapter thematically focuses upon a particular food practice and on some key details of the examined practice, or on the practice’s social and cultural impact.

Background Community advisory boards have expanded beyond high-income countries and play an increasing role in low- and middle-income country research. Much research has examined CABs in HICs, but less is known about CABs in LMICs. The purposes of this scoping review are to examine the creation and implementation of CABs in LMICs, including identifying frequently reported challenges, and to discuss implications for research ethics. Methods We searched five databases for publications describing or evaluating CABs in LMICs. Two researchers independently reviewed (...) articles for inclusion. Data related to the following aspects of CABs were extracted from included publications: time, country, financial support, research focus, responsibilities, and challenges. Thematic analyses were used to summarize textual data describing challenges. Results Our search yielded 2005 citations, 83 of which were deemed eligible for inclusion. Most studies were published between 2010 and 2017. Upper-middle-income countries were more likely to have studies describing CABs, with South Africa, China, and Thailand having the greatest numbers. The United States National Institutes of Health was the main source of financial support for CABs. Many CABs focused on HIV research. Thirty-four studies reported how CABs influenced the informed consent process for clinical trials or other aspects of research ethics. CAB responsibilities were related to clinical trials, including reviewing study protocols, educating local communities about research activities, and promoting the ethical conduct of research. Challenges faced by CABs included the following: incomplete ethical regulations and guidance; limited knowledge of science among members of communities and CABs; unstable and unbalanced power relationships between researchers and local communities; poor CAB management, including lack of formal participation structures and absence of CAB leadership; competing demands for time that limited participation in CAB activities; and language barriers between research staff and community members. Several challenges reflected shortcomings within the research team. Conclusions Our findings examine the formation and implementation of CABs in LMICs and identify several ethical challenges. These findings suggest the need for further ethics training among CAB members and researchers in LMICs. (shrink)

As one approach to examining the way ethical decisions are made, we asked experts and novices to review a set of scenarios that depict some important ethical tensions in research. The method employed was “protocol analysis,” a talk-aloud technique pioneered by cognitive scientists for the analysis of expert performance. The participants were asked to verbalize their normally unexpressed thought processes as they responded to the scenarios, and to make recommendations for courses of action. We found that experts spent more time (...) working through the decision-making process than novices and also raised substantially more concerns than novices. Despite the recent proliferation of scientific, clinical, and narrative accounts of auditory verbal hallucinations, the phenomenology of voice hearing remains opaque and undertheorized. In this article, we outline an interdisciplinary approach to understanding hallucinatory experiences which seeks to demonstrate the value of the humanities and social sciences to advancing knowledge in clinical research and practice. We argue that an interdisciplinary approach to the phenomenology of AVH utilizes rigorous and context-appropriate methodologies to analyze a wider range of first-person accounts of AVH (...) at 3 contextual levels: cultural, social, and historical; experiential; and biographical. We go on to show that there are significant potential benefits for voice hearers, clinicians, and researchers. These include informing the development and refinement of subtypes of hallucinations within and across diagnostic categories; “front-loading” research in cognitive neuroscience; and suggesting new possibilities for therapeutic intervention. In conclusion, we argue that an interdisciplinary approach to the phenomenology of AVH can nourish the ethical core of scientific enquiry by challenging its interpretive paradigms, and offer voice hearers richer, potentially more empowering ways to make sense of their experiences. Thomas Reid is now recognized as one of the towering figures of the Enlightenment. Best known for his published writings on epistemology and moral theory, he was also an accomplished mathematician and natural philosopher, as an earlier volume of his manuscripts edited by Paul Wood for the Edinburgh Reid Edition, Thomas Reid on the Animate Creation, has shown. The Correspondence of Thomas Reid collects all of the known letters to and from Reid in a fully annotated form. (...) Letters already published by Sir William Hamilton and others have been reedited, and roughly half of the letters included appear in print for the first time. Writing in 1802, Reid's disciple and biographer Dugald Stewart doubted that Reid's correspondence &"would be generally interesting.&" This collection proves otherwise, for the letters illuminate virtually every aspect of Reid's life and career and, in some instances, provide us with invaluable evidence about activities otherwise undocumented in his manuscripts or published works. Through his correspondence we can trace Reid's relations with contemporaries such as David Hume and his colleagues at both King's College, Aberdeen, and the University of Glasgow, as well as his engagement with the most controversial philosophical, scientific, and political issues of his day. Thomas's use of Ambrose has received little detailed [End Page 103] attention. One of Leo Elders's last contributions to the study of Aquinas and the Fathers provided an overview of Ambrose's presence in Thomas's writings.2 I hope to expand upon Elders's work of cataloging and describing Thomas's numerous citations of Ambrose—Thomas names Ambrose over eleven hundred times in his writings3—by making a particular argument about Thomas's Christological and sacramental use of Ambrose. While Elders gives an excellent summary of where Ambrose appears in Thomas's corpus, he does not connect Thomas's use of Ambrose in his treatises on Christ and the Eucharist. I argue that Thomas's citations of Ambrose in the tertia pars help him develop an understanding of the Incarnation that supports his sacramental realism, especially emphasizing contact with Christ in the Eucharist.4Much recent reflection on the Eucharist has sought to deemphasize the substantial presence of Christ and emphasize his presence in other ways. Michael C. McGuckian, for example, argues that the Western emphasis on Christ's presence in the Blessed Sacrament has damaged the understanding of participation in the heavenly liturgy and obscured other ways in which Christ is present, such as in the bishop presiding and the proclamation of the word. He claims that "those other presences surpass the presence in the elements in their personal quality, their dynamic force and their effect on our [End Page 104] spirits and are not to be undervalued."5 Looking at Thomas and Ambrose, we will see that Christ's substantial presence in the Eucharist is preeminently personal, dynamic, and efficacious for our spirits. Colman O'Neill's masterful work of sacramental realism, Meeting Christ in the Sacraments, provides an entrée into such a study. The title derives from Ambrose. In his work A Defense of the Prophet David to Theodosius Augustus, Ambrose reflects on Psalm 51. Suddenly, in the middle of confessing his sins, David foresees the cleansing sacrament of baptism. In prophetic wonder, he cries out, "face-to-face you have shown yourself to me, Christ; I have discovered you in your sacraments."6 Even prior to their institution, David prophetically glimpses what the sacraments of the Old Law prefigure. In this vision, David sees "no longer in shadow, nor in figure, nor in type," but meets Christ in his sacraments.7 For Ambrose, the sacraments are real encounters with Christ. As O'Neill puts it, "Christ, who was worshipped from afar, comes near and touches the believer; and at his touch power goes out from him."8 For [End Page 105] Thomas, too, one meets Christ in the sacraments.9 While all the sacraments apply the merits of his Passion,10 the Eucharist is the locus par excellence for meeting Christ, since the whole Christ is there contained.11 The encounter is both personal and powerful.While the language of meeting or encountering Christ in the sacraments may seem to echo modern phenomenological philosophy, Thomas grounds the encounter in a realism of the Incarnation.12 His treatment of the encounter with Christ in the sacraments flows from his treatment of the Incarnation.13 Guy-Thomas Bedouelle summed up O'Neill's approach, which reflects Thomas's, as simply stressing, again and again, "that sacramental realism implies that the Church draws its life from the dynamism of the Incarnation itself."14 I argue that Thomas, in drawing his sacramental realism from the Incarnation, employs Ambrose as a key authority. Most contemporary philosophers who defend the compatibility of hell with the divine goodness do so by arguing that the damned freely choose hell. Thomas Talbott denies that such a choice is possible, on the grounds that God in his goodness would remove any 'ignorance, deception, or bondage to desire' which would motivate a person to choose eternal misery. My strategy is to turn the tables on Talbott and ask why God would not remove the motives we have for any (...) sin whatsoever. From the day on which humans are born they need things. Some of these needs seem “basic,” such as our needs for food, water or shelter. Everybody has these needs. We cannot escape them. We also cannot escape the serious harm that arises when these needs remain unsatisfied. It is thus no wonder that in thinking about what we ought to do some researchers have suggested to first and foremost focus on people's basic needs. Such need‐based theories must answer three (...) main questions: What are basic needs? What are their implications for normative questions? And how can these needs and their satisfaction be measured? Proponents must also defend these theories against objections, such as against the objections that the theories are paternalistic, materialistic, and passivity‐promoting. A dominant area of inquiry within intergenerational ethics concerns how goods ought to be justly distributed between noncontemporaries. Contractualist theories of justice that have broached these discussions have often centered on the concepts of mutual advantage and reciprocal cooperation between rational, self‐interested beings. However, another prominent reason that many in the present feel that they have obligations toward future generations is not due to self‐interested reciprocity, but simply because they care about what happens to them. Care ethics promises to be (...) conceptually well‐suited for articulating this latter reason: given that future generations are in a perpetual condition of dependency on present‐day people's actions, this is precisely the kind of relational structure that care theorists should be interested in morally evaluating. Unfortunately, the care literature has been largely silent on intergenerational ethics. This article aims to advance this literature, offering the blueprints of what a care ethic concerning future generations—a “future care ethic”—should look like. The resultant ethic defends a sufficientarian theory of obligation: people in the present ought to ensure the conditions needed to encourage and sustain a world that enables good caring relations to flourish. Education, health-care, technology, and political participation are becoming ever more universal, empowering human beings everywhere to enjoy security, economic sufficiency, equal citizenship, and a life in dignity. To be sure, there are some specially difficult areas disfavoured by climate, geography, local diseases, unenlightened cultures or political tyranny. Here progress is slow, and there may be set-backs. But the affluent states and many international organizations are working steadily to extend the blessings of modernity through trade (...) and generous development assistance, and it won't be long until the last pockets of severe oppression and poverty are gone. Heavily promoted by Western governments and media, this comforting view of the world is widely shared, at least among the affluent. A good book may have the power to change the way we see the world, but a great book actually becomes part of our daily consciousness, pervading our thinking to the point that we take it for granted, and we forget how provocative and challenging its ideas once were—and still are. _The Structure of Scientific Revolutions _is that kind of book. When it was first published in 1962, it was a landmark event in the history and philosophy of science. Fifty (...) years later, it still has many lessons to teach. With _The Structure of Scientific Revolutions, _Kuhn challenged long-standing linear notions of scientific progress, arguing that transformative ideas don’t arise from the day-to-day, gradual process of experimentation and data accumulation but that the revolutions in science, those breakthrough moments that disrupt accepted thinking and offer unanticipated ideas, occur outside of “normal science,” as he called it. Though Kuhn was writing when physics ruled the sciences, his ideas on how scientific revolutions bring order to the anomalies that amass over time in research experiments are still instructive in our biotech age. If it is freedom from limitation, then liberty must represent nothing less than consciousness without restraint. But though this straightforward definition implies its acquisition to be equally straightforward, the full spectrum of liberty would certainly prove to be one of the most elusive concepts imaginable. As a result, what we have, (...) and what we throw about so indifferently, is a Substitute - a poor kind of replica of the real thing. True liberty - Omniversal liberty - is much less tangible however, and represents the equilibrium that occurs when anything is possible, but where the capacity to ever allow one possibility to dominate over another becomes impossible to maintain. Present-day thought on the notion of species is troubled by a mistaken understanding of the nature of the issue: while the species problem is commonly understood as concerning the epistemology and ontology of one single scientific concept, I argue that in fact there are multiple distinct concepts at stake. An approach to the species problem is presented that interprets the term ‘species’ as the placeholder for four distinct scientific concepts, each having its own role in biological theory, and an explanation (...) is given of the concepts involved. To illustrate how these concepts are commonly conflated, two widely accepted ideas on species are criticized: species individualism and species pluralism. I argue that by failing to distinguish between the four concepts and their particular roles in contemporary biological theory, these ideas stand in the way of a final resolution of the species problem. This paper considers the charge that—contrary to the current widespread assumption accompanying the near-universal neglect of his work—Wilhelm Jerusalem (1854–1923) cannot count as one of the founders of the sociology of (scientific) knowledge. In order to elucidate the matter, Jerusalem’s “sociology of cognition” is here reconstructed in the context of his own work in psychology and philosophy as well as in the context of the work of some predecessors and contemporaries. It is argued that while it shows clear discontinuities with (...) the present-day understanding of the sociology of (scientific) knowledge, Jerusalem’s sociology of cognition was not only distinctive in its own day but also anticipated in nuce a much-discussed theme in current history of science. Since the days of classical Montague Grammar, formal semantics is frequently characterised as intensional, type-logical and model-theoretic. This paper takes a closer look of some less obvious changes these three key concepts have undergone since the appearance of English as a Formal Language. While intensions used to be crucial for resolving substitution puzzles, they are now giving way to more general constructions of index-dependant denotations. Types, on the other hand, were promoted from handy taxonomic devices to driving forces in meaning (...) composition. This paper discusses ethnomethodology's program in relation to the phenomenological life-world analysis of Alfred Schutz. A recent publication of Garfinkel's early writings sheds new light on how he made use of phenomenological reflections in order to create a new sociological approach. Garfinkel used Schutz's life-world analysis as a source of inspiration, called for 'misreading' in the sense of an alternate reading and developed a new, empirical approach to the analysis of social order which he called 'ethnomethodology'. Ethnomethodologists usually acknowledge the (...) historical importance of Schutz but emphasize that Garfinkel succeeded to overcome the limitations of phenomenological analyses and moved beyond. This view has spread above all in the Anglosaxon countries. In German sociology, Schutz's life-world analysis still has a much stronger standing than ethnomethodology and is interpreted as a systematic whole. Following Luckmann, it is discussed as a protosociological foundation of the methodology of social sciences or, following Srubar, as a philosophical anthropology with two poles: a subjective and a social, pragmatic pole. Both versions claim to analyze the meaningful constitution of the social world, to serve as a foundation of sociological methodology and to provide guidelines for an `adequate' sociology. While Garfinkel used phenomenological concepts for sociological analysis, Luckmann clearly distinguishes the two: you either do phenomenology (protosociology) or you do sociology (a theoretically guided, empirical sociology of knowledge). This paper describes the present-day debate in German sociology and compares ethnomethodology's program with these interpretations of Schutz's life-world analysis. (shrink)

Suggestions that academic medicine is systemically racist are increasingly common in the medical literature. Such suggestions often rely upon expansive notions of systemic racism that are deeply controversial. The author argues for an empirical concept of systemic racism and offers a counter argument to a recent suggestion that academic medicine is systemically racist in its treatment of medical trainees: Anderson et al.’s (Academic Medicine, 98(8S), S28–S36, 2023) “The Long Shadow: a Historical Perspective on Racism in Medical Education.” Contra the authors (...) of “The Long Shadow,” the author argues that racial performance disparities in medical education cannot be validly attributed to racism without careful empirical confirmation; he further argues that standards of assessment in medical education cannot be properly deemed racist merely because minority trainees are disproportionately disadvantaged by them. Furthermore, the history of medicine and society in the Anglo-European West is not, as argued by the authors of “The Long Shadow,” best viewed as one long tale of racial oppression culminating in the present day pervasive racism of academic medicine in the United States. Racism is a deplorable stain on our history and our present but it is not the historical essence of Christianity, European civilization, Western medicine, or contemporary academic medical institutions. My subject on this occasion goes uneasily with my piety. Lordship did not as such much interest my teachers William E. Lunt and Joseph R. Strayer, who were leaders in their turn of the Medieval Academy of America. In their presidential addresses of 1954 and 1968 both scholars dealt magisterially with subjects each had studied for forty years. Lunt spoke on financial relations of the papacy with England, Strayer on the place of Normandy and Languedoc in the building of an (...) administrative monarchy in France. It is easy to see that in a considerable sense both historians were working on medieval government, and it is some measure of their achievement that even today no one wishing to be informed in this grand subject can do much better than read Lunt and Strayer. I wish I could discourse on my own years of research as did those admirable scholars. If I cannot, it is not simply because I lack the accumulated erudition to reflect summarily on my work; it is also because I lack the conceptual serenity of my teachers in our common subject matter. Like Lunt and Strayer I have worked on justice, finance, and the beginnings of parliamentary life in the twelfth and thirteenth centuries; unlike those mentors I became uneasy about the paradigm in which these studies were framed. I came to wonder how Strayer could have held students, myself included, spellbound with details about the deportment of judges or sergeants while saying nothing about the adequacy of concepts like “government” or “administration” to describe such behavior. Believing there was something timeless about the action of people in power, he was gifted at evoking the ways of modern bureaucrats in those “corridors of power” he knew from his own experience in Washington. He assumed with other historians of his day and ours that all societies have governments, so that he could speak of feudalism as essentially a “method of government,” of “political organization … reduced to the simplest possible terms.”. The increased use of information technology in every day health care creates vast amounts of stored health data that can be used for research. The secondary research use of routinely collected data raises questions about appropriate consent mechanisms for such use. One option is meta consent where individuals state their own consent preferences in relation to future use of their data, e.g. whether they want the data to be accessible to researchers under conditions of specific consent, broad consent, blanket consent (...) or not at all. This study investigates whether meta consent preferences can be successfully elicited by a smartphone application in the adult Danish population. A smartphone app was developed for the elicitation of meta consent preferences. An invitation to use the app was distributed to a stratified, representative sample of the Danish adult population. The meta consent choices, the use of the app, user experience data, and demographic data were logged and analysed statistically using IBM SPSS version 20. Of 1000 potential respondents 221 used the app. One hundred eighty-eight of the respondents were female and 103 male. The age range was 19 to 79 years with an average of 51 years. Most users indicate 1) that they find the choices they are asked to make easy to understand, 2) that the application is easy to use, and 3) that this kind of choice should be offered to people. It is possible to collect meta consent preferences in the general, adult population using a smartphone app. (shrink)

What is the will? And what is its relation to human action? Throughout history, philosophers have been fascinated by the idea of 'the will': the source of the drive that motivates human beings to act. However, there has never been a clear consensus as to what the will is and how it relates to human action. Some philosophers have taken the will to be based firmly in reason and rational choice, and some have seen it as purely self-determined. Others have (...) replaced the idea of the human will with a more general drive uniting humans and the rest of nature, living and non-living. This collection of nine specially commissioned papers trace the formulation and treatment of the problem of the will from ancient philosophy through the scholastic theologians of the Middle Ages, to modern philosophy, and right up to contemporary theories. This distinctive and contemporary departure from hackneyed discussions of political theory introduces readers to a contemporary personalism rooted in the work of Bartolome de Las Casas and emerging again in the contributions of Dorothy Day, Peter Maurin as well as the liberation theology of Gustavo Guiterrez and Jon Sobrino. Thomas R. Rourke and Rosita A. Chazarreta Rourke introduce readers to new sources of personalism by investigating and revising the intellectual history of this theory and its development.

From the perspective of the present day, Puritan-inspired capitalism seems to have succeeded globally, including in India. Connected to this, short-term profit-orientation in management seems to constrain the scope of different management approaches in a tight ideological corset. This article discusses the possibility of replacing this Puritan doctrine with the crucial elements of Indian philosophy: Karma and samsara. In doing so, the possibility of revising the guiding principles in capitalist management becomes conceivable, namely the monetary focus of profit-orientation and its (...) short-term orientation. This perspective allows a detachment of the concept of profit from the realm of money, as the seemingly only objectifiable measure of profit. Furthermore it allows a removal of the expectation that every “investment” has to directly “pay off”. A karmic view offers management a possible facility for being more caring about the needs and fates of other stakeholders, as profit-orientation would no longer be attached as a factual constraint to merely accumulate money.
